  • Detailed Description:

The role of the Assistant Director, Graduate Military and Veteran Services and Compliance, in supporting graduate students and the USD Community responsibilities of the position are significantly tethered to the university’s contemporary Roman Catholic mission and commitment to creating an equitable, welcoming community for all. The Assistant Director will administer approximately $15 Million in annual VA Education benefits, create and maintain accurate files, and complete all necessary forms for students receiving VA benefits. They will ensure institutional compliance with VA Principles of Excellence for Military Students and MOU with the Department of Defense. In addition, they will run and analyze reports to provide data on who our military students are, what benefits they are eligible for, how many credits they have, and what charges they are responsible for. The Assistant Director will support students’ sense of belonging and engage in MVP activities on and off campus, including retreats and graduation ceremonies on weekends and evenings. They will encourage students to examine their complex intersectional individual and community identities concerning self and others. 

Duties and Responsibilities:

Processes VA Benefits in support of students’ financial capability: 

  • Administers approximately $15 Million in annual VA Education benefits.
  • Maintains accurate files and completes all necessary forms for students receiving VA benefits. 
  • Certifies tuition and mandatory fees to the Veterans Administration.
  • Monitors the enrollment status of all students receiving benefits and reports status changes to the Veterans Administration. 5. Assist in reconciliation of balances between VA and student accounts

Ensures VA Compliance: 

  • Ensures institutional compliance with VA Principles of Excellence for Military Students and MOU with the Department of Defense.
  • Run and analyze reports to provide data on who our military students are, their eligible benefits, how many credits they have, and what charges they are responsible for. Also responsible for distributing and monitoring these reports appropriately.
  • Maintains data on USD military students using the Banner Student System, Salesforce CRM, and other databases required for tracking military student data. 
  • Collaborates with Institutional Research & Planning with the development of appropriate reports. 
  • Prepares, coordinates, and implements annual Federal and State Compliance Audits with appropriate Federal and State Agencies.
  • Prepare and mail certification packages to the State Approving Agency per Veterans Affairs regulations to approve USDs Degree programs for benefits. 
  • Supports the Military and Veterans Program Director in supervising, professional development, and onboarding of VA work-study students. 
  • Submits VA work-study hours to the VA, maintains time records, and ensures payments from the VA for work-study students.
  • Attend and represent USD at Veteran Program Administrator of California task force meetings and other professional development workshops.

Models Authentic Engagement with Student Advising/Counseling/Student Supervision: 

  • In support of students’ sense of belonging, engages in MVP activities on and off campus, including retreats, graduation ceremonies, and weekends and evenings.
  • Encourages students to examine their complex intersectional individual and community identities in relation to self and others.
  • Serve as an advisor to student organizations as appropriate, focusing on a sense of belonging.
  • Counsel military-connected students on their VA benefits, responsibilities, and other matters related to their enrollment at USD.
  • Meet regularly with current USD graduate military students to assist with benefits and administrative needs pertaining to financial aid, student accounts, and academic credits. In addition, assist students by troubleshooting any issues that arise. 
  • Provide exceptional customer service to the USD Military and Veterans’ Center visitors.
  • As needed, participate on retention teams, other campus committees, and task forces related to military-connected students.
  • Assists in developing student assistant job descriptions, oversight of day-to-day student assistant responsibilities, approval of time cards, etc.
  • Additional duties as assigned.

Training and Outreach: 

  • Conducts military awareness training for various stakeholders, including MilitaryConnected Ally Support Training
  • Meet regularly with prospective graduate students and their parents (as requested) to discuss educational opportunities and benefit information.
  • Serve as a resource for the campus community (faculty, staff, administrators) on matters related to Veteran benefits, policies, and requirements.
  • Attends University orientations, open houses, and information sessions for potential students on and off campus, often outside of regular business hours. 

Special Conditions of Employment:

  • This position requires attending evening and weekend events both on and off campus.

Degree Verification Requirement: Persons offered employment in this position will be required to provide official education transcripts for degree verification purposes. 

Job Requirements:

Minimum Qualifications:

  • Bachelor’s degree required.
  • Two years experience in a customer service position required. 
  • Experience directly supervising others in a developmental and professional manner required.
  • Knowledge of Veteran rules, regulations, and compliance issues is required. 
  • Veteran or familiarity with the military and those who have served required.
  • Must be available and willing to work evenings and weekends to attend outreach events, training, retreats, and programs.

Preferred Qualifications:

  • Master’s Degree preferred.
  • Four years experience in a customer service position preferred. 

Performance Expectations - Knowledge, Skills and Abilities:

  • Knowledge of Family Educational Rights and Privacy Act (FERPA).
  • Knowledge of policies and procedures related to Veterans’ benefits programs.
  • Ability to meticulously maintain databases, websites, print materials, and produce reports.
  • Ability to gather and analyze data relating to the USD Military and Veterans’ Program and USD military students to draw conclusions and make recommendations.
  • Strong interest in working at a mission-driven, faith-based institution. The role of the Assistant Director in working with students and the responsibilities of the position are significantly tethered to the university's contemporary Roman Catholic mission.
  • Ability to interpret and apply rules and regulations.
  • Excellent internal and external customer service skills, including, but not limited to, listening, oral and written communication, and empathy.
  • Excellent interpersonal communication skills, attention to detail, and follow-up skills. 
  • Ability to establish and maintain strong working relationships with colleagues, staff, administrators, students, government agencies, and visitors to the USD Veteran Center.
  • Skilled in meeting with students one-on-one or in group settings.
  • Ability to provide exceptional customer service.

The salary range provided in this posting reflects what we reasonably expect to pay for this position.  Actual compensation offered or earned is dependent on experience, education and other factors including departmental budget.
