Department Description:

The University of San Diego TRiO: Upward Bound program is one of over 700 Upward Bound programs nationwide that assist eligible high school students to achieve their dreams of persisting in and graduating to higher levels of education. The students that Upward Bound serves must come from low-income families (with incomes at or below 150% of poverty as defined by the U.S. Department of Education) and/or are first generation potential college students (neither parent/guardian has earned a bachelor's degree).

Upward Bound provides fundamental support to participants in their preparation for college entrance. The program provides opportunities for participants to succeed in pre-college performance and ultimately in higher education pursuits. Upward Bound aims to increase the rates at which participants complete secondary education, enroll in, and graduate from institutions of post-secondary education.

Detailed Description:

Plans, develops, implements, and delivers Upward Bound Project services and activities for the Academic Year and 6-Week Summer Residential Programs. Designs and implements all curricula for the Project. Projects, administers and tracks Project budget. Selects, trains, assigns, and supervises project staff (i.e., retention specialist, graduate assistant, tutors/mentors, instructors, head resident and resident assistants). Liaison to relevant University of San Diego offices, to target school site (Kearny Educational High Complex), and to community organizations relative to Project services. Identifies and develops programming for academic remedial needs of participants, including assessment, academic advising, academic counseling, college & career counseling, and skills instruction. Maintain strict adherence to University and Federal regulations and policies.

Duties & Responsibilities:

  • Recruits, interviews, and selects qualified students for Upward Bound. 
  • Recruits, interviews, hires, trains, supervises Project staff: Retention Specialist, Interns, Head Resident Assistant, Resident Assistants, Summer Instructors, and/or Tutors/Mentors. Seeks recommendations from faculty, staff, and community leaders for filing instructional and tutoring positions.
  • Designs and administers the Summer Program and Academic Year Program components, including curriculum. 
  • Ensures that the Project meets all grant obligations in a timely manner (eg, Annual Performance Report, Summer Program budget projection, expense reports, etc). Reports on Project achievements. 
  • Develops programs/services to meet the needs of Project participants. 
  • Provides academic advising and counseling to assigned students.
  • Assists with planning of educational field trips. 
  • Designs & creates Upward Bound publications and materials (i.e. brochures & participant application packets). 
  • Continually identifies & creates community partnerships to support and enhance Project services. 
  • Serves on University, school, and community committees as benefits the Upward Bound program. 
  • Performs other administrative duties as required or assigned. 
  • Administers and monitors Project budget as well as develops and monitors activity budgets. 
Job Requirements:

Minimum Qualifications: 

  • Master’s degree required in STEM field, Education, Library Science, Business, Public Administration, Psychology, Social Work, Counseling, or related field.
  • Valid credential required (Pupil Personnel Services, Single Subject, Multiple Subject, CLAD, or BCLAD); or current enrollment in Credential Program.
  • Three years’ demonstrated successful experience working with low-income, first generation students.
  • Proven, supervised experience administering a structured program.
  • Three years of supervised budgetary experience.
  • Knowledge of academic needs of and interventions for low-income, first generation, disabled, and underrepresented students.
  • Knowledge of college admissions & financial aid advising, standards and procedures.
  • Preference will be given to individuals who have succeeded in overcoming the disadvantages of circumstances similar to those of the target population.
  • Computer skills including office suite and database management.

Preferred Qualifications:

  • Experience with public relations preferred.
  • Experience in TRIO and/or Upward Bound preferred.
  • Bilingual (oral communication competency) desired.

Special Conditions of Employment:

  • Valid credential required (Pupil Personnel Services, Single Subject, Multiple Subject, CLAD, etc); or current enrollment in credential program.
  • Other relevant certification preferred, not required.
  • USD Motor Vehicle clearance to drive USD TRiO van, cart, and rented vehicles on occasion.
  • Appropriate character background and medical clearance (eg, TB test) to work in SDUSD high schools, as necessary.
