| Detailed Description: |
Creates, collaborates, supervises, and implements Institute programs and services, including seeking opportunities and writing proposals for funding. Administers Institute budget and oversees the administration of TRiO program budgets. Selects, trains, assigns and supervises project staff. Serves as the national, regional, community and University liaison for Institute initiatives.
Duties & Responsibilities:
Direct implementation of ICI mission, goals, and objectives:
- Plans, secures and implements all ICI programs, including external activities in which ICI is part of a collaborative (e.g. SDUSD, TRiO Alliance Research Project, Global Leadership Connection).
- Develops funding sources, programs, services and donor relationships to meet the needs of Institute target populations, programs and participants.
- Oversees Administration of ICI programs: Upward Bound, McNair Scholars, Student Support Services, Bridge, and Summer Food Service Programs, during the Academic Year and Summer programs.
- Ensures that ICI programs and staff meet all internal and external grant obligations in an
accurate, professional and timely manner, including federal Annual Performance Reports and grant reports.
- Proposes, projects, manages, and monitors budgets, including record‐keeping and audit compliance as necessary.
Recruit, select, train and supervise ICI staff:
- Responsible for oversite of recruiting, selecting and training for the ICI positions.
- Provide mentorship, professional development and performance assessment for ICI staff.
Liaison to national, regional, San Diego and University communities, federal, state and local government and community agencies:
- Serves on University, community, regional and national committees.
- Reports on Institute achievements. Represents and advocates for programs’ and students’
needs.
- Collaborates on the development of new programs and services to meet participant needs.
Oversight of USD TRiO programs:
- Oversees the planning, directing, and implementation of grant activities.
- Proposes, manages, and monitors budget. Secures external funding to augment budget.
- Ensures that project meets all grant obligations in a timely manner, including preparation of Annual Performance Report (APR).
- Oversees the recruitment, selection, training and supervision of project staff.
- Assists in oversight of program records: student eligibility assessment, selection, services, and post‐participation tracking.
- Assist with planning, design and teaching of program services and curricula to meet participants’ needs. Co‐teach Senior Seminars in Summer and Academic Year.
- Assist with planning and supervision of educational field trips.
Other administrative duties as required or assigned:
- Facilitate staff and participant appeals and grievances.
- Provides advising, counseling, and/or disciplinary action to program participants and their
families as necessary.
- Performs other administrative duties as required or assigned.

| Job Requirements: |
Minimum Qualification:
- Master’s degree required, Doctoral degree preferred.
- 5‐7 years relevant experience
- Demonstrated successful experience as administrator of federal grant program(s), including development of funding proposals, implementation of funded proposals, and compliance with reporting requirements.
- Supervised experience in collaboration with constituents internal and external to the University.
- Supervised experience working with staff and students from low‐income, first generation, underrepresented, disability, disenfranchised and/or international backgrounds.
- Considerable budgetary experience.
- Knowledge of academic needs of, interventions for, and program evaluation for low‐income, first generation, underrepresented students.
- Willingness to seek training to remain current on advocacy issues, program standards, best practices of service provision, and federal regulations for the administration of TRiO programs.
- Experience in public speaking and public relations.
Preferred Qualifications:
- Doctoral degree preferred.
- Knowledge of university operations, especially admissions, financial aid, advising, retention and employment standards, procedures, and processes preferred.
- Experience with TRiO programs at the university level preferred.
- Success in overcoming disadvantages or circumstances similar to those faced by the target population (eg, first generation, low‐income, underrepresented in higher education) preferred.
Certificates, Licenses, Registrations:
- USD Motor Vehicle clearance to drive USD TRiO van and golf cart.
- Appropriate character background and medical clearance (eg, TB test) to work in SDUSD high schools as necessary.
